How to activate Localization ??

 "I am trying to change Localization to true in the RTAB-Map source code and proceed with Navigation, but the GUI window below RViz shows that Navigation is Inactive. I would like to make this Active. Please tell me how to do this, and what is the difference between Inactive and Active?"

rtabmap_slam/rtabmap node would need to be compatible with nav2's lifecycle architecture, there is an open feature request for that https://github.com/introlab/rtabmap_ros/issues/1210
