set localization srv

      when rtabmap_ros have done the map, I call the "set localization srv" to switch to the localization model. Is the params "

should do some manager or it's will manager itself?

The /rtabmap/set_mode_localization service just set Mem/IncrementalMemory to false and /rtabmap/set_mode_mapping set back Mem/IncrementalMemory to true.
