Do you have ouster gen 1 or gen 2? I am still having issues with the new ouster package. Note however that if you want to synchronize ouster data with other sensors (for both gen), their package should be modified to publish ros time instead of sensor time.
If you can share a rosbag and and example of usage with your launch, it will be easier to see what are the problems.
