The hint with RGBD/SavedLocalizationIgnored and Rtabmap/StartNewMapOnLoopClosure were very helpful.

I agree it makes most sense for the robot to do a rotate/stop/rotate/stop in order to avoid motion blur. This is probably the best I can do now.

Apriltags sound interesting but I can't find much information on the usage of apriltags in rtabmap. Does OpenCV need to be built with apriltags support? I'm using rtabmap in command line mode only so I can't configure apriltags using the UI. Wondering if you can configure apriltags from command line?
